he Board of Education shall provide education for all persons five years of age and older and under twenty-one years of age who have not graduated from a high school or vocational school, except as provided in Connecticut General Statutes 10-233C and 10-233d. Special education will be provided for children ages three, four or five and who meet the criteria for eligibility pursuant to the Individuals with Disabilities Education Act, 20 U.S.C. § 1400.

Any child who is five years old on or before January 1st of the school year may be admitted to the Kindergarten, provided a birth certificate or other satisfactory evidence of date of birth is presented at time of admission. The Board of Education, at a meeting duly called, may vote to admit a child under the age of five years.

Parents or guardians shall have the option of not sending their child to school until the child is seven years of age by personally appearing at the school district office and signing an option form. The school district shall provide the parents or guardians with information on the educational opportunities available in the school system.

Parents and guardians of children between the ages of seven and eighteen years of age shall cause such child to attend a public school unless such child is a high school graduate or the parents or guardians are able to show that the child is elsewhere receiving equivalent instruction. A parent or guardian of a child who is sixteen or seventeen years of age may consent to such child's withdrawal from school. Such parent or guardian shall personally appear at the school district office and sign a withdrawal form. The school district shall provide such parent or guardian with information on the educational options available in the school system and in the community.
