When in a child is determined by the state to require special education or services under Section 504 of the Rehabilitation Act of 1973, and a parent or guardian of the child cannot be identified after attempts by the State to do so, the state will appoint a surrogate parent. A surrogate parent may also be appointed by the state under other circumstances as well.

It is the policy of the Plainville Board of Education to recognize surrogate parents as the child’s advocate in the educational decision-making process in place of the child’s parents or guardian. Surrogate parents have the same right of access as the natural parents or guardian to all school and educational records concerning the child.
