Since school facilities (buildings and grounds) are public property, the Board of Education may make them available for purposes other than education when they are not in use for school purposes.

The Board of Education shall grant the use of school facilities for activities of an educational, cultural, civic, social, recreational, governmental or general political nature which are sponsored by responsible local persons, organizations, agencies, or institutions, as permitted under law.

The Board of Education grants to building principals and the Superintendent permission to receive and to grant requests for use of school facilities under the following conditions:

A. Requests made by governmental and civic organizations may be granted use of the school facilities when such use does not conflict with school activities and when such use is compatible to the facility requested. Requests from organizations outside of Plainville shall be referred to the Superintendent or designee.

B. Only in exceptional cases will requests made by individuals and/or groups of individuals for use of facilities for personal gain, be entertained. These requests must be made directly to the Superintendent and must be presented at least two months in advance of the activity. A schedule of fees for such use shall be developed by the Director of Administration and Personnel.

C. Any organization granted use of the building pursuant to A or B aforementioned, may be obliged to pay for having a custodian or audio visual/technology staff member, on duty. Keys may not be issued to anyone not in the employment of the Board of Education.

D. Where public safety warrants, organizations using facilities will provide necessary police protection at the expense of the organization using the building.

E. All organizations using school facilities must have an insurance certificate. The amount of liability insurance necessary will be determined by the Director of Administration and Personnel. Such insurance certificate shall name the Town of Plainville and the Plainville Board of Education as additional insureds. Such organizations will also be required to provide a waiver of liability to the Board.

Requests made by organized groups may be granted use of school facilities when:

1.) The group is restricted primarily to Plainville residents.

2.) The group is restricted to participants, free from spectators or non-participants.

3.) The group is not to expect any custodial care over and above normal cleaning.

4.) The group adheres completely to special rules and regulations – see “Rules and Regulations for groups meeting in Plainville School buildings.”

Types of Activities Which Will Not be Permitted

1.) Any activity that may be injurious to the buildings, grounds or equipment of the schools.

2.) Any purpose in conflict with school activities.

3.) Commercial advertising.

4.) Fund-raising campaigns except as permitted by board of education policy or by special action of the board of education.

5.) Activities which are discriminatory in nature.

Consistent with this policy the superintendent or his/her designee shall approve and schedule the use of school facilities by an individual or group and shall develop guidelines for community use
of the schools.
