No one can vote on a question in which he/she has a direct personal or pecuniary interest. This does not prevent a member from voting for himself/herself for any office or other position.
While it is the duty of every member who has an opinion on the question to express it by his/her vote, yet he/she cannot be compelled to do so. He/she may prefer to abstain from voting, though he/she knows the effect is the same as if he/she voted on the prevailing side.
