Policy Research indicates that there is no substitute for time and sustained attention in improving student learning. Studies show that students learn best when they are actively engaged in meaningful work in an atmosphere free from distraction and interruption. The Board of Education believes that classroom teachers in Plainville Community Schools have the primary responsibility for designing meaningful instruction as well as for monitoring the students' use of classroom time. Furthermore, the Board concludes that the entire learning community is responsible for ensuring that students have the opportunity to work and learn in an atmosphere free from distraction and interruption.

Therefore, it is the policy of the Plainville Board of Education that interruptions of teaching by inter alia, intercom announcements, telephone calls to the classroom and/or other messages to and from staff members should be minimized so as to eliminate diversions from teaching and learning.
