The Board of Education is responsible for establishing the policies of the school system, which govern personnel and students. The superintendent, with the approval of the Board, is charged with setting forth the administrative regulations of the school system. The administration and staff are responsible for implementing, enforcing and complying with established policies and regulations, and carrying out the responsibilities and duties of their job positions and the general goals and objectives of the school system.

Attainment of the goals and objectives of the education program conducted in the school system requires mutual understanding and cooperation among members of the Board of Education, members of the school administration, members of the school staff and members of the community. To this end, free and open exchange of views is encouraged to the extent practical.

The Board of Education recognizes an employee's right to join or not join an employee association and complies with all laws and regulations governing the labor relations of the school system.
