Policy Soliciting Bids

Commodities and services that are necessary to board operations should be obtained through the solicitation of bids or requests for proposal. Bidding activity will be conducted in an equitable manner consistent with the requirements of law. The Superintendent or designee shall seek bids from sources that are able to offer the best prices, quality and service.

1. Except in emergency situations, bids will be solicited by public invitation advertised in a newspaper with local circulation.
2. Orders or contracts for commodities and services will normally be awarded to the lowest responsible qualified bidder.
3. References and qualifications of bidders may be considered.
4. The Board has the right to accept or reject any or all bids.

For school building projects estimated to cost five hundred thousand dollars or more and funded in part by state funds, bidding activity will include the following elements:

1. Competitive bids will be solicited.
2. Invitations to bid will be advertised at least once in a newspaper with substantial circulation in the area where the project is located.
3. Contracts will be awarded to the lowest responsible and qualified general bidder that is pre-qualified by the Department of Administrative Services pursuant to state law and regulation.
4. Upon completion of the project, an evaluation of the successful bidder will be submitted to the Department of Administrative Services as required by state law.
