Committee: Plainville Community Schools’ Steering Committee

Date: December 15, 2004

Time: 6:30 pm

Attendees: Robert Ciotto, Daniel Dube, Richard Ireland, Jack Mastrianni, Ron Pavano, Bill Petit, Jay Steeves, Becky Tyrrell, Tom Wazorko, Barbara Willard

Absent: Kate Lawson, Michael Sileo

Also Present: Andre Grandbois


Chairman Bill Petit called the meeting to order at 6:30 pm.

The committee listened to presentations from the architectural firms Schoenhardt/Turner and Jeter Cook & Jepson.

Mr. Petit opened the sealed proposals which included their fees.
• Fletcher Thompson $40, 000
• Schoenhardt/Turner $150,000
• Jeter Cook & Jepson $28,000

RON PAVANO MADE A MOTION TO HIRE JETER COOK & JEPSON AS THE ARCHITECTURAL FIRM FOR THE PROJECT. TOM WAZORKO SECONDED THE MOTION. THE MOTION PASSED 8 YES, 1 ABSTENTION. Daniel Dube abstained due to a conflict of interest.

Discussion followed:
• Jay Steeves is concerned about the marketing approach with Jeter Cook & Jepson.
• Ron Pavano feels that the major input for the approach will come from the Steering Committee.
He also feels that the Fletcher Thompson report was inaccurate.
• Barbara Willard feels JCJ has knowledge of the schools and that there is a comfort level.
• Robert Ciotto thinks they will do a great job.
• Becky Tyrrell was also unhappy with the Fletcher Thompson report.
• Dan Dube (who abstained from voting) thinks JCJ will hit the ground running and will do a great job.
He would also like them to be more definitive regarding:
SFU – how long they have to complete the projects,
Code upgrade – they need to make the towns people understand what needs to be done to the schools to bring them up to code.

A question arose regarding the marketing approach of Fletcher Thompson and Jeter Cook & Jepson which caused the committee to rethink their position. Discussion ensued.

RON PAVANO MADE A MOTION TO MOVE THE QUESTION TO CONTINUE WITH JETER COOK & JEPSON AS THE ARCHITECTURAL FIRM FOR THE PROJECT. JACK MASTRIANNI SECONDED THE MOTION. THE MOTION PASSED 8 YES, 1 ABSTENTION. Daniel Dube abstained due to a conflict of interest.

The committee would like to meet with Bob Metcalf, Financial Director for the town.

Jack Mastrianni would like JCJ to develop two scenarios so the committee can make a decision and move forward with the projects. Should they have one referendum for Toffolon/Middle School/Old Linden Building/Plainville High School or two different referendums, one for Toffolon/Middle School/Old Linden Building and another for the Plainville High School. The High School will be the largest dollar issue.

Ron Pavano and Tom Wazorko would like all community questions referred to Mr. Petit regarding the project. They feel that there is a great deal of misinformation is being circulated. The committee agreed.

RON PAVANO MADE A MOTION TO ADJOURN THE MEETING. BARBARA WILLARD SECONDED THE MOTION. THE MOTION PASSED UNANIMOUSLY. The meeting was adjourned at 8:53 pm.
