Chairman Bill Petit called the meeting to order at 7:09 pm.
DANIEL DUBE MADE A MOTION TO APPROVE THE MINUTES OF THE SEPTEMBER 29, 2004 MEETING. BARBARA WILLARD SECONDED THE MOTION. THE MOTION PASSED UNANIMOUSLY.
Tonight Bill Petit would like the committee to have a discussion regarding the Toffolon/MSP project. He would like the committee to have a conversation as to where they would like to be on the project or whether they should be somewhere else.
The Town Council is waiting for a report from Fletcher Thompson as to which school should be the next to be renovated. Plainville High School and Toffolon School may show equal needs but the old portion of Linden Street School will be the swing space for Toffolon School once the Linden project is completed. The building cannot be left empty or it cannot be used. By doing this, it will save the Town of Plainville a great deal of money.
Dave Jepson went over the site plan showing the existing and proposed addition for Toffolon School. He explained that Toffolon and Linden Street School are similar in numbers of students, classrooms and programs and by using the old Linden building and 4 classrooms at the Middle School, renovations and additions could be done without students in the building. Toffolon School needs to be brought up to code, which means it will need major renovations.
Jack Mastrianni thinks 2 scenarios need to be presented to the Town Council possibly showing a smaller addition, which would cut the cost of the project.
Bill Mead from JCJ explained that the room count was determined by how many classrooms by grade level were needed. He feels instead of cutting classrooms they could make them smaller so none are eliminated. Lynn Logoyke thinks the number of rooms in the proposed plan would be adequate space for Toffolon for many years.
1 of 4 Dave Jepson explained that if the committee applied for Renovation Status they would get money back from the State. Discussion followed regarding the percent of money the State would reimburse the Town.
Tom Wazorko expressed frustration that the project has not moved forward.
Jay Steeves mentioned the fact that many people in Plainville have never seen the Long Range Plan.
Barbara Willard feels that since enrollment figures for future years are not increasing, it is very important to determine what space is needed for the programs of the district.
Lynn Logoyke stated that the number 1 issue for Toffolon is appropriate spaces and the number 2 issue is accessibility. Lynn and her staff will begin work on the Educational Specifications for the building. This is a document that serves as a vehicle of communication between the educators and the architect. The detailed plans an architect uses to create a building is based on need.
The committee feels that communication is key. They would like to put together a flyer and send it to families in Plainville. The committee is requesting information from Dave Jepson from JCJ. They would like him to make a list of all renovations that would need to be done to bring the building up to code. JCJ will look at: ➢ Building ➢ Fire ➢ Health ➢ ADA ➢ Energy
The committee is also requesting information from Lynn Logoyke for the flyer. They have asked for input regarding: ➢ Core spaces that need to be added ➢ Handicap Accessibility ➢ Program needs analysis
Tom Wazorko will be the coordinator of this project.
The committee is also planning to invite the Town Council to tour the building during the day. They would like them to see the building in use and how there is a real need for renovations.
Bill Petit asked the committee to come up with a plan of action. ➢ Communication ➢ Fact Sheet ➢ Safety issues ➢ Toffolon PTO needs to get parents involved ➢ Speak with people of the town; PTO’s, Rotary Club, AARP, etc., to sell the Long Range Plan
