Committee: Plainville Community Schools' Steering Committee

Date: July 15, 2004

Time: 7:00 p.m.

Attendees: Robert Ciotto, Daniel Dube, Jack Mastrianni, Ron Pavano, Bill Petit, Jay Steeves, Becky Tyrrell, Barbara Willard, Tom Wazorko

Absent: Christina Gilbert - Dutkiewicz, Richard Ireland, Kate Lawson, Michael Sileo

Also Present: Kathy Binkowski, ex officio, Lynn Logoyke, ex officio, David Jepson.

Bill Petit called the meeting to order at 7:00 p.m.

David Jepson gave a report of the high school walk through. According to the Long Range Plan, the high school project will follow Toffolon. David Jepson told the committee that the high school would be a major renovation project and they should go for renovation status. Mr. Jepson pointed out some of the areas that would need to be renovated. He feels that they need to look at the whole picture and not just an engineering study. A study should be performed to determine the entire scope of the project, not just infrastructure and architectural components. Mr. Jepson told the committee that the town is doing will not tie everything together. The committee also discussed the cost for the study.

RON PAVANO MADE A MOTION TO APPROVE THE MINUTES. JAY STEEVES SECONDED THE MOTION. Discussion followed. Becky Tyrrell and Barbara Willard were not at the meeting. The minutes will be corrected to reflect their absence. THE MOTION PASSED UNANIMOUSLY.

The committee discussed communications. Tom Wazorko gave an update on the Communications Committee meeting. The Communications Committee suggested that the Steering Committee invite the Town Manager to the next Steering Committee meeting so he can be brought up to date on the Long Range Plan. The committee will get updated information on enrollment projections from the Town Planner and information on bonding changes from Bob Metcalf. The committee agreed in consensus to have Dr. Binkowski invite the town manager to the August 19th meeting. The press will also be invited to the meeting.

The committee discussed the importance of presenting the community with information about their plans. They also discussed publishing a newsletter after meeting with the Town Manager. Jack Mastrianni will work on the newsletter. He will prepare the newsletter prior to the meeting so it can be sent out immediately following the meeting. The committee discussed combining the High School and Toffolon projects in one referendum. Bill Petit told the committee that the work involved in preparing both projects for referendum would be too much to do in the timeframe they have.

The Steering Committee discussed their next meeting. They will hold the meeting in the High School Media Center on August 19th. Kathy Binkowski will forward a copy of the Long Range Plan to the new town manager before the August meeting.

The Steering Committee discussed the importance of appointed a Building Committee. It is critical that a committee is appointed by September. Kathy Binkowski has sent a request for appointment of the Plainville Community School’s Building Committee to the Town Council.

Kathy Binkowski updated the committee on the Town’s Long Range Facilities Committee Meeting. Councilman Thomas Arcari requested a comprehensive evaluation of the high school. The Long Range Facilities Committee suggested a study be done on both Toffolon and the high school. The committee discussed studies that have been performed on the schools. Kathy Binkowski told the committee that a walk through was done of all the schools for the Long Range Plan, but it was not as in depth as study that Mr. Arcari is requesting. The town wants to do a comparison of the two schools to see which one is in worse condition. The committee agreed that other factors, such as enrollment increases need to be examined as well. The committee agreed to continue to support the Long Range Plan as it stands. Ron Pavano told the committee that the Town Council will vote on Mr. Arcari’s proposed study of Toffolon and Plainville High School at their meeting on Monday. He encouraged the committee to attend the meeting.

RON PAVANO MADE A MOTION TO ADJOURN. TOM WAZORKO SECONDED THE MOTION. THE MEETING ADJOURNED AT 8:10 PM.
