Date: March 4, 2004

Time: 6:15 p.m.

Attendees: Bill Petit, Jay Steeves, Ron Pavano, Becky Tyrrell, Tom Wazorko, Barbara Willard, Kathy Binkowski, Ex Officio, Lynn Logoyke, Ex Officio

Absent: Robert Ciotto, Richard Ireland, Jack Mastrianni, Gail Millerick, Kate Lawson

Bill Petit called the meeting to order at 6:15 p.m.

Bill Petit reviewed the architect presentations with the committee.

The committee discussed the new referendum process. The town must first hold a referendum before they can apply for state funding for the project. In June following the referendum the State puts together a priority list of projects for approval. In December after that event the General Assembly passes legislation to approve funding of those projects for the next fiscal year, after July 1. This creates a large lapse in time between the referendum and reimbursement from the state. The committee discussed how this new process could effect the long-range plan.

Kathy Binkowski discussed redistricting with the committee. Dr. Binkowski and Alan Schutz will meet with Dattco to work on redistricting and will then present their plan to the committee before bringing it to the Board of Education for approval. Dr. Binkowski said there would not be major redistricting and the. Kindergarten students will also be enrolled in their future district in order to minimize transitions.

Mr. Petit discussed communications with the committee. The committee will communicate with the council and the public as much as possible about what to expect. When more members are present, the committee will form a communications subcommittee.

Bill Petit opened the floor for citizen comments. There were none.

The committee discussed their next steps. The committee discussed hiring Jeter Cook & Jepson for pre referendum services.

RON PAVANO MADE A MOTION TO HAVE KATHY BINKOWSKI AND ALAN SCHUTZ NEGOTIATE WITH JETER COOK & JEPSON FOR PRE REFERRENDUM SERVICES AND BRING A RECOMMENDATION TO THE BOARD OF EDUCATION FOR CONSIDERATION. BARBARA WILLARD SECONDED THE MOTION. Discussion followed. THE MOTION PASSED UNANIMOUSLY.

The committee discussed their next meeting. The Steering Committee will meet again on Thursday, March 18, 2004 at 7:00 p.m. at Toffolon Elementary School.

RON PAVANO MADE A MOTION TO ADJOURN. JAY STEEVES SECONDED THE MOTION. THE MOTION PASSED UNANIMOUSLY. The meeting was adjourned at 7:55 p.m.
