PLAINVILLE BOARD OF EDUCATION Committee Minutes Committee: Linden Street School Building Committee Date: December 23, 2004 Time: 6:30 pm Attendees: Mel Masse, Jack Mastrianni, Ron Pavano, Ken Prigodich, Becky Tyrrell, Barbara Willard, Rodney Wolfel Also Present: JCJ: Bill Mead, Downes Construction: Paul Wojtowicz and Mike Midgette Absent: Ray Carroll, Daniel Dube, George Iskra, Steve Martino Ken Prigodich called the meeting to order at 6:35 pm. RON PAVANO MADE A MOTION TO APPROVE THE MINUTES OF THE DECEMBER 9, 2004 MEETING. JACK MASTRIANNI SECONDED THE MOTION. THE MOTION PASSED 6 YES, 1 ABSTENTION. Rodney Wolfel abstained from voting. Bill Mead from JCJ gave an update on the project. He brought a site plan for the area that the Linden Street School PTO will use as a play area and plumbing drawings the committee requested. Mike Midgette gave an update from Downes Construction on construction on the project. • Steel construction on the second floor will be completed by the end of January 2005. • West wing will be enclosed and heat will be provided by Tuesday. • Duck work is completed. Mel Masse heard a rumor that something hit the Kindergarten wing. This could not be corroborated. There was no damage reported. Paul Wojtowicz from Downes Construction distributed a memo that was sent to Ken Prigodich regarding Temporary Heat at Linden Street School. 1 of 5 The memo is as follows: TO: Ken Prigodich CC: Mike Midgette FROM: Paul Wojtowicz DATE: 12/21/04 RE: LINDEN STREET SCHOOL – Temporary Heat During the budget preparation for the Schematic and Design Development phases of the project a budget was established for temporary hear. This budget included $37,500 for temporary heat and $25,000 for winter conditions. This was based on a May 2004 start and the masonry scope of work being approximately 75% complete at the beginning of the 2004/2005 winter season. It was also anticipated that the fuel consumption would come from the gas supply to the existing Linden Street School. After the Design Development budget was completed, required SFU approvals forced us to revisit the project schedule and the start date for construction was changed to August 2004. This put the start of the masonry work in the dead of winter. The completion of the project was also changed from December 2005 to July 2006. It was also brought to our attention in March of 2004 that the gas service to the school was not adequate for the new addition or for the temporary heat for construction. During the preparation of the final construction budget there was no line item added for fuel consumption for temporary heat. One change that was made to the budget was increasing the steel costs due to the escalating price of steel. When proposals were received for the steel Bid Package #1.3 there was a substantial savings which was moved to the contingency. At the time this savings should have been set aside for the gas consumption for temporary heat. During the preparation of the scopes for the bid packages, the temporary heat for the 2004/2005 winter season was purposely excluded from the bid packages. This was done so a determination could be made after the bids were received as to who would be best suited to provide the temporary heat. Certain costs were in the budget and are still there waiting to be transferred to someone’s scope of work. The temporary heat for the winter of 2005/2006 was included in the scope of work for Bid package #2.2 Mechanical. This will be in an enclosed building (1970) utilizing the permanent heating system. The fuel consumption is not included as part of Bid Package #2.2. It has now been determined that due to the extent of the masonry work done in the winter of 2004/2005 and the fact that the masonry contractor owns the scaffolding and wrapping of the building as part of their scope of work, that it would be in the best interest of the project to have the masonry contractor provide the temporary heat. This would include equipment rental, set-up, everyday maintenance, protection, dismantling, and fuel consumption. 2 of 5 We have received a proposal from D’Agostino Associates for $348,617 to provide the temporary heat. This is a lump sum proposal and would cover the entire winter season not matter what the temperatures. Downes Construction’s estimate based on the winter of 2003/2004 indicates that the cost for temporary heat including fuel consumption could be in the $330,000 to $340,000 range. With all risk being removed from the town for the winter temperatures, length of winter, and the contingency that has been established to date, Downes Construction Company recommends that the Building Committee accept the proposal from D’Agostino Associates to provide the temporary heat for the 2004/2005 winter season. If the Building Committee chooses to accept this proposal the contingency would be at approximately $1,100,000. Please note that $250,000 has already been deducted from the contingency and set aside to replace the roof on the 1970’s building. Discussion ensued regarding the proposal from D’Agostino Associates to provide heat and the duel fuel system for the project. THE MOTION PASSED UNANIMOUSLY. MEL MASSE MADE A MOTION TO PAY INDEPENDENT MATERIALS TESTING LABORATORIES, INC. FOR INVOICES #6729-G DATED DECEMBER 6, 2004 FOR $2,666.00 AND #67219-F DATED NOVEMBER 22, 2004 FOR $3,643.00. BARBARA WILLARD SECONDED THE MOTION. THE MOTION PASSED UNANIMOUSLY. Change Orders for approval: 1). Colossale Concrete Additional Costs for added storm line to pick up Gym Roof Drain. Roof drain was added in Addendum to Bid Package, but the storm line was not shown for the site work. Added $ 2,281.00. MEL MASSE MADE A MOTION TO PAY COLOSSALE CONCRETE FOR THE ADDITIONAL STORM LINE A TOTAL AMOUNT OF $2,281,00. BECKY TYRRELL SECONDED THE MOTION. THE MOTION PASSED UNANIMOUSLY. 2). Colossale Concrete Additional work for Temp. Bituminous at Linden Street Entrance, Pavement Markings at Binder course at entrance to Linden Street Parking Lot, Added Fire lane markings and signs at all parking lots required by Town Fire Marshal. Added $7,555.00 3 of 5 Discussion regarding the second change order ensued. Mel Masse questioned why this was not caught before. He feels that a change order is usually three times the cost.
