Ken Prigodich called the meeting to order at 6:35 pm.

RON PAVANO MADE A MOTION TO APPROVE THE MINUTES FROM THE SEPTEMBER 9, 2004 MEETING. STEVE MARTINO SECONDED THE MOTION. THE MOTION PASSED UNANIMOUSLY.

MEL MASSE MADE A MOTION TO AUTHORIZE DOWNES CONSTRUCTION TO SEND A NOTICE OF INTENT TO REWARD THE PHASE IIB BID PACKAGES. RON PAVANO SECONDED THE MOTION. THE MOTION PASSED UNANIMOUSLY.

Bill Mead from Jeter Cook & Jepson gave an update on the project. Mark Bemis from Bemis Associates wrote a letter to CL&P regarding the transformer in front of the school.
He reported that the transformer would be replaced.

Bill Mead is also requesting Electronic Data disks for plans for shop drawings. The specifications need to be given to Ferguson Mechanical.

MEL MASSE MADE A MOTION TO APPROVE $2,000 FOR JCJ TO HAVE A MECHANICAL DISK MADE. STEVE MARTINO SECONDED THE MOTION. THE MOTION PASSED UNANIMOUSLY.

Discussion followed regarding the cost of the disk and how it will be divided. It will be decided at a later date.

Architectural drawings based on total construction will be sent to Downes Construction from JCJ. Downes Construction would like the drawings within one week. Bill Mead from JCJ thought that would be possible.

Mr. Mead also told the committee that Emily Sledge from JCJ spoke with Suzanne Greenbacker regarding FF&E. They will meet next week to discuss furnishing.

Paul Wojtowicz from Downes Construction gave an update on the project.
• The parking lot curbing has been installed as well as the electrical and lighting. The parking lot will be paved by October 14.
• Walls have been poured for the Kindergarten foundation. A storm detention system was discussed.
• Incor (HazMat) will begin removal of asbestos from a portion of the gym on October 8.
• A hot water heater will be removed for the locker rooms. Mel Masse will coordinate.
• Ron Pavano talked about all the different contractors on the project. Jim Adams and Ron Pavano will clear the crews prior to a review by Ken Prigodich.
• All Phase 11A notices were sent out by Downes Construction.
• There was a concern regarding D’Agostino Associates. Mike Midgette checked and there are no complaints that could be found regarding the company. The company is non-union. The committee feels very comfortable using D’Agostino Associates.

Mike Midgette brought up a concern regarding one of the companies that was approved by the committee. Connecticut Carpentry was selected by the committee to do demolition. It has come to his attention that they have a high safety insurance figure and is suggesting that possibly the committee should consider selecting the second low bidder, Manafort. Discussion followed.

RODNEY WOLFEL MADE A MOTION TO AUTHORIZE DOWNES CONSTRUCTION TO SEND A NOTICE OF INTENT TO REWARD TO MANAFORT FOR DEMOLITION. RON PAVANO SECONDED THE MOTION. THE MOTION PASSED UNANIMOUSLY.

The committee is convinced that Manafort will do the job. They feel they must be concerned about safety.

Paul Wojtowicz from Downes handed out a list of Additions and Renovations Alternates dated September 20, 2004. The committee reviewed and discussed each item.

1. Delete the paved basketball area on the south side of the building.
2A. Delete the bus entry canopy.
2B. Delete the student entry canopy.
3. Delete the gazebo located to the west of the Kindergarten wing.
4. Delete all trees, shrubs and perennials as shown on the Landscape drawings.
5. Provide concrete paving per detail D/L 4.1 in lieu of concrete pavers at the Main Entrance and Courtyard.
6. Replace the concrete masonry corridor and demising walls as indicated on the Drawing with a metal stud/gypsum board construction per the details.
7. Add the low open shelving casework along the outside wall of thirty-one (31) typical classroom.
8. Add re-roofing the 1970’s portion of the existing school. Include removal of the existing roof.
9. Provide an alternative temperature control system other than the Base Bid Aletron.
10. Delete the roll-up divider curtain in the gymnasium.
11. Delete the folding partition at the west end of the stage.
12. Provide radiant heating in the slab of the eight (8) K/SpEd classrooms.
13. Add concrete walk around the school.

RON PAVANO MAKE A MOTION TO ACCEPT ITEMS 7, 12, 13 REJECT ITEMS 1, 2A, 2B, 3, 4, 6, 9, 10, 11 AND TABLE ITEMS 5, 8. BARBARA WILLARD SECONDED THE MOTION. THE MOTION PASSED UNANIMOUSLY.

The committee then discussed roof pitch, stamp concrete instead of brick pavers, and the concrete additive Peskon Moisture Solution.

New Business

Becky Tyrrell discussed parking at Linden Street School. Mike Midgette said that the parking lot at General Electric has been approved for use. There will be a shuttle that will take the staff back and forth.

Ron Pavano spoke about the weekly meetings that the contractors have in the trailer at Linden Street School. He would like to have the representative from JCJ be more prepared when he attends the meetings. The meetings last approximately one hour.

Rodney Wolfel stated that the lighting in front of the old building is not good at night. He would like to have flood lights installed. Barbara Willard agreed and asked Mel Masse to look into it in the morning.
