Committee: Linden Street School Building Committee Date: May 13, 2004 Time: 6:35 p.m. Attendees: Ray Carroll, Daniel Dube, George Iskra, Steve Martino, Mel Masse, Ron Pavano, Ken Prigodich, Becky Tyrrell, Barbara Willard Also Present: Suzanne Greenbacker, Bill Petit, Jeter Cook & Jepson: Bill Mead, Downes Construction: Ed Moriarty, Paul Wojowitcz, BVH: Jorge Guillen, TRC: Henry Laliberte Absent: Jack Mastrianni, Rodney Wolfel Ron Pavano called the meeting to order at 6:35 p.m. MEL MASSE MADE A MOTION TO ACCEPT THE MINUTES FROM THE APRIL 28TH MEETING. GEORGE ISKRA SECONDED THE MOTION. MOTION PASSED UNANIMOUSLY. Ken Prigodich joined the meeting at 6:37 p.m. Becky Tyrrell joined the meeting at 6:40 p.m. Agenda item 4 Technology/Access Control Update was moved to item 2. Jorge Guillen of BVH Integrated Services went over the priority lists with the committee. The committee discussed BVH and reviewed the Opinion of Probable Cost Workbook. The budget was discussed. $675,000 will be used for equipment and $177,000 will be used for wiring for a total of $852,000. Daniel Dube asked about laptops and if they were used. Suzanne Greenbacker explained they were great because they are mobile and can go anywhere. Mel Masse asked how many iMac’s are in district. Suzanne Greenbacker explained that the computers are rotated. She also explained that professional development would be done prior to the installation of equipment so everyone will be “up to snuff” when it is installed. Mr. Dube had a concern that smart boards would not be used. She assured him they would. The computers should be ordered 6 months prior to opening of school. The building should be operational January 2006. The committee received an update from JCJ. Bill Mead told the committee that he met with the Building Official & Fire Marshall. The Transmittal form needed to be signed by the Building Official, Fire Marshall, Health Official, and Shirley Osle. After signed, it needs to go back to the state. There may be a delay in getting the form processed because it was 14th in line for review. Mr. Welty will go to Linden to take samples. They may be able to save money on fill. Mr. Mead gave the committee a letter from Bemis Associates. The gas company will not extend the gasline free of charge because they do not have enough service. The committee reviewed bills received from Pierz Associates in the amount of 4,500.00 for code review and from JCJ in the amount of 77,635.79. MOTION WAS MADE BY RON PAVANO AND SECONDED BY MEL MASSE TO PAY PIERZ ASSOCIATES FOR CODE REVIEW SERVICES IN THE AMOUNT OF $4,500.00. THE MOTION PASSED UNANIMOUSLY. MOTION WAS MADE BY RON PAVANO AND SECONDED BY MEL MASSE TO PAY JCJ IN THE AMOUNT OF $77,635.79. THE MOTION PASSED UNANIMOUSLY. The committee received an update from Downes Construction. Downes discussed the invitation to bid documents with the committee. The bids will run for 3-4 weeks. The instruction for insurance was discussed. The committee would like Alan Schutz to review it. The committee needs to know how much insurance is required. Downes is working on a final budget but that won’t be done until the final drawings are done. They will have alternates just in case they are necessary. Becky Tyrrell asked about playground equipment. There is no playground equipment for drawing now. The reason for that is Suzanne Greenbacker contacted O’Brian & son from Massachusetts to give a price to remove and relocate existing playground equipment. Many complications when you do this codes change yearly. Becky also asked the pitch of the roof. George Iskra told the committee that legislation is being changed and the 1/2” pitch will be waived. Forms will need to be completed when they are ready. Jeter Cook & Jepson asked if the district has done radon testing. Mel Masse told the committee that he was not aware of any radon testing. Hartford County is in the low zone and not required to test. However, the committee thinks it may be worthwhile. Jim Brown and Mel Masse will discuss testing in house. Henry Laliberte from TRC discussed HazMat with the committee. Asbestos inspectors said that he could drop off canisters and then have TRC analyze. The committee will get back to him. The demo drawing was discussed. Part of the abatement process is projected for summer 2005. It may need to start sooner. Henry Laliberte from TRC told the committee that an evaluation has been done on some of the building. Most floor tiles are positive for asbestos. Pipes and ceiling tiles in the 1970’s portion of the building also have asbestos. A lead screening also needs to be performed. Downes construction thinks asbestos abatement needs to be done in three different phases. They will bid program for asbestos removal. Company needs to know that it will be done in phases. Asbestos removal is expected to begin in the fall of 2004 in the west end of the gym. JCJ, Downes and TRC will schedule a meeting to see what needs to be done for asbestos removal. Ken Prigodich will call a special meeting to hear the results. The committee discussed old business. Suzanne Greenbacker is planning a community meeting. A June 3rd date was suggested but this may need to be changed so that JCJ and Downes are better prepared. People will be looking for a timeline. A Groundbreaking ceremony will be held on the last day of school so kids can participate. Mel Masse told of a rebate program through North East Utility. The new school will have a very efficient system. Mel Masse also brought in samples of floor tiles that are better than VCT tiles. JCJ will speak with the interior designer to come up with alternative flooring. The next meeting will be held May 27, 2004 at 6:30 p.m. in room 118 at the Plainville High School. BARBARA WILLARD MADE A MOTION TO ADJOURN. MEL MASSE SECONDED THE MOTION. THE MOTION PASSED UNANIMOUSLY. The meeting was adjourned at 8:25 p.m.
